Vision and Mission

The Maryland Certified Public Manager® Program’s vision and mission supports the Schaefer Center’s vision of “helping government help people.” 


To develop world-class leaders and managers for Maryland’s public service sector.


To promote professionalism and excellence in public management among Maryland’s government and nonprofit organizations by:

  • Providing comprehensive development and training programs preparing graduates to effectively manage programs and organizations;
  • Leveraging the expertise of faculty of the College of Public Affairs and the broader University of Baltimore faculty to deliver an academically-grounded and relevant curriculum;

Promoting cross-sector collaboration through a cohort-based program;
Partnering with public organizations to expand the reach of the program; and
Adhering to the CPM standards.
